SERIES 1000 – Chapter 1200 – President’s Youth Council

                 

      AN ORDINANCE TO PROVIDE FOR THE CREATION OF A PRESIDENT’S YOUTH COUNCIL IN COOPERATION WITH THE LAKE LINDEN-HUBBELL SCHOOL DISTRICT AND THE LAKE LINDEN VILLAGE COUNCIL.

        

THE VILLAGE OF LAKE LINDEN ORDAINS:

        

Section 1:    Establishment. 

      

     There is by virtue of this ordinance, hereby established, a President’s Youth Council, whose mission is to serve as a conduit between the local governments and their younger constituents. Voice will be given to teenagers to bring all issues, great and small, to the forefront. Conversely, the Youth Council will bring the government’s voice to teenagers, showing all the opportunities to enrich the teenagers of Lake Linden. Bringing youth and the government together gives both more power to better the community.

        

Section 2:   Authority: Duties.

        

      The Youth Council is charged with the authority and responsibility of making recommendations to the Village concerning the needs and concerns of youth and the community and the appropriate means by which public and private agencies in cooperation with volunteer efforts may address such needs and concerns, All programs and activities will be sent to the Village Council for approval.

 

Section  3:   Members: Appointment.

        

       The Youth Council shall consist of seven (7) members who shall be selected from the high school age students who reside in Lake Linden or the surrounding areas. These members shall be selected upon recommendation by the Lake Linden-Hubbell School District Administration and the Village President, and approved by a majority of the Lake Linden Village Council. 

        

Section 4:    Terms of Office.

        

        Members of the Youth Council shall hold office for a one-year term and until their successors are appointed and qualified. However, members may serve for more than one term. Appointments shall be made to coincide with the academic calendar in order to facilitate greatest student involvement.

        

Section  5:    Organization: Meetings

        

        (a) The Youth Council shall conduct the election of a chairperson, vice chairperson and secretary from among its members. The terms of the chairperson, vice chairperson and secretary shall be one (1) year with eligibility for reelection; however, a member shall not be eligible to serve more than two (2) successive terms as chairperson. The chairperson shall preside at all meetings but shall have no other duties not in common with other members. The Youth Council may create and fill such other offices as it may deem necessary or expedient.

        

        (b) The Youth Council shall meet regularly as necessary to conduct business and shall keep a record of its resolutions, transactions, findings and determinations. Three (3) unexcused absences in the course of a term shall subject a member to removal from office in the sole discretion of a clear majority of the remaining members. The Youth Council may appoint high school students as associate members to serve on committees advising it on various matters. Associate members can participate in all discussions but shall not have a vote.

        

Section  6.  Severability.

        

     Should any section, subdivision, clause, or phrase of this ordinance be declared by the courts to be invalid, the validity of the ordinance as a whole, or in part, shall not be affected other than the part invalidated.

        

Section 5.  Effective Date.

         

     The provisions of this Ordinance are ordered to take effect immediately after enactment.

        

Section 6.  Enactment.

        

     This ordinance is declared to have been enacted by the Village Council of the Village of Lake Linden at a meeting called and held on the 8th day of October, 2009 and ordered to be given publication in the manner prescribed by law.
